Statement from the Governing Board: Edward Phillips‑Smith – further update

On 20^th July 2026, Mr Phillips‑Smith, who served as Chaplain at Papplewick between 1993 and 2008, was sentenced to a two year community order in relation to child sexual offences committed in Wolverhampton and Staffordshire in the late 1970s and early 1980s.

This follows his earlier conviction and 32 month prison sentence in January 2024 for offences also committed in the Midlands. Our thoughts remain with all victims and survivors, who continue to live with the consequences of these appalling crimes.

We recognise that news of this further sentence may stir very difficult memories for some former pupils and staff. Such harmful conduct represents a deplorable breach of trust, and we are deeply conscious of the lasting impact this can have.

As noted previously, after Mr Phillips‑Smith’s initial conviction we commissioned an independent review of his time at Papplewick. The review, shared in full with both the police and the Local Authority Designated Officer (LADO), confirmed that while concerns about his behaviour were raised during his employment, no evidence met the threshold for criminal investigation. We are acutely aware that this fact does not rule out the possibility that harm may have occurred at Papplewick and this is a matter of deep regret. We are profoundly sorry that anyone may have been affected by Mr Phillips‑Smith’s behaviour during his time at the school.

We want to reassure all former pupils, parents, and staff that we are here to listen and to provide support. Anyone with concerns about Mr. Phillips-Smith’s time at Papplewick is encouraged to come forward. The channels to the Police and LADO remain open for anyone wishing to report concerns formally, and we will continue to cooperate fully with all relevant authorities.

Our Designated Safeguarding Lead (DSL) can also be contacted in complete confidence via safeguarding@papplewick.org.uk, and we aim to respond sensitively and promptly.

We are also signposting further confidential support through NAPAC (0808 801 0331) and the NSPCC (0808 800 5000). We understand how difficult it can be to talk about these experiences and are committed to doing all we can to provide care, understanding, and practical help.
